The ASA reviewed whether the ads were directed at under-18s through their placement or content. Its rules prohibit advertising through media where more than 25% of the audience is likely to be under 18.
While the audience data did not conclusively define the website’s age demographics, the regulator noted small percentages of under-18s in HLTV’s social channels but found the website’s content and presentation clearly targeted adults.
Ultimately, the ASA ruled that the ads did not breach CAP Code rules 16.1 or 16.3.13 and took no further action.

While there were differing views on much of the content, one area in which Dutch MPs were united was the illegal market.
The majority of parties, including those representing the ChristenUnie, PRO and SGP, all voiced their opinions that increased enforcement against black market operators should be carried out.
Members pushed the government for further action to block illegal websites, in the same way it provides power to quickly address terrorist and child pornography sites.

Jesper Kampmann Madsen, the founder of London-based tech firm Trace2Trace, is building technology to map the networks behind illegal gambling. Madsen, 35, and born in Denmark, knows what it means to be on the other side of the screen: as his decision to fight illegal gambling stems back to his own addiction, he tells iGB.
He was a teenager when he started gambling habitually. For several years, it remained entertainment. Then, when he was in his early twenties, came a large win on a foreign unlicensed gambling site: around €22,000.
“I remember gambling all of it back the same day because they couldn’t pay it out in full immediately,” he says.
